Every stage of Baroness Sherlock's career is documented in Hansard, the Honours Gazette, published parliamentary records, and her own public declarations. The same conflicts she declared five times as a parliamentarian were omitted from her List of Ministers' Interests on appointment in July 2024.
Chief Executive — NCOF (now Gingerbread)
CEO of the National Council for One Parent Families — the primary receiving-parent lobby group. Campaigns for enforcement. Receives government funding. NCOF submits formal consultation response to 'Children First' (Cm 3992) under her leadership, directly shaping the Child Support, Pensions and Social Security Act 2000.
OBE Awarded — Services as NCOF CEO
State awards her an OBE for running the lobby group whose ideology was simultaneously being baked into legislation — legislation she was helping to design from inside the Treasury. Demand 4A: OBE revocation referred to Honours Forfeiture Committee.
HM Treasury — Council of Economic Advisers
Member of the Treasury Council of Economic Advisers — advising Gordon Brown on "social issues" WHILE simultaneously serving as CEO of NCOF, the organisation lobbying for the policy she was helping to design. The Child Support, Pensions and Social Security Act 2000 was designed, passed and commenced in this window. No conflict declaration found in Treasury records. National Archives T 720/69 must be produced.
Undisclosed Concurrent RoleSenior Independent Director — CMEC
Governing the Child Maintenance and Enforcement Commission — the direct statutory predecessor of CMS. During her tenure, the IT contract with TCS was commissioned at £36m (the same contract that has reached £1.2bn and runs on stolen IP). She publicly declared this role five times as a parliamentarian.
Life Peer — Opposition Spokesperson, Work & Pensions
14 years as Lords Opposition Spokesperson, regularly citing Gingerbread briefings in CMS debates. Publicly declared NCOF and CMEC interests on five separate occasions in Lords proceedings: October 2012, February 2014, December 2015, June 2021, May 2023.
Minister of State, DWP — Child Maintenance Portfolio
Appointed minister with responsibility for the CMS. Her published List of Ministers' Interests (May 2025): Bible Society; Christian Enquiry Agency; Church of England; Westminster Abbey. Nothing declared about NCOF, CMEC, or Treasury advisory role. This was not an oversight — she had publicly declared these interests five times in the same parliamentary role.

Baroness Sherlock in Lords Grand Committee confirms the new system will "uncouple" from court processes and that she is personally speaking with "key powers in the Scottish judicial system" about ALO implementation — a regime confirmed uncommenced by her own department.

This was not an oversight. A minister who publicly declared structural conflicts of interest five times as a parliamentarian — while citing briefings from the organisation she used to lead — cannot plausibly claim to have forgotten those interests on appointment as minister responsible for the same policy area. Ministerial Code para 1.6(f) and para 3.14 are both engaged.

Para 1.6(f) — Non-Disclosure of Structural Conflicts
Ministers must ensure no conflict arises or could reasonably be perceived between public duties and private interests. Sherlock's undisclosed NCOF, CMEC, and Treasury advisory interests are paradigm conflicts of interest in the CMS policy area. A minister who withholds known structural conflicts while continuing to make decisions affecting millions of people satisfies at minimum the reckless indifference limb of Three Rivers.
Para 3.14 — Government-Funded Lobby Engagement
Ministers should not accept invitations to act as patrons of or offer support to pressure groups dependent on government funding. Gingerbread receives £383,595 in DWP contracts and grants. Sherlock issued a formal ministerial response to Gingerbread's November 2025 open letter — the charity her department funds, lobbied her through the front door and received an official response. This is the definition of the conduct para 3.14 was designed to prevent.
Lords Committee Misstatement
Before the Lords Public Services Committee (2025), Sherlock stated fewer than 2% of CMS callers waited over an hour — attributing longer reports to memory bias. Her own department's data for April–December 2024 showed: 25% of calls (130,000+) abandoned before being answered; 82,000 calls with waits over one hour; 535,000 calls abandoned. A material misstatement to a parliamentary committee in circumstances where the data was available to her department.

Misfeasance — Three Rivers Test
Three Rivers DC v Bank of England [2003] 2 AC 1: a public officer who exercises or fails to exercise the power of their office in bad faith — knowing it was unlawful, knowing or recklessly indifferent to resulting harm — commits misfeasance. Sherlock: (a) non-disclosed material interests while making ministerial decisions; (b) material misstatement to committee; (c) overseeing enforcement expansion while aware of mortality data showing 4,600 excess deaths. DWP's own FOI data (FOI2025/78063) establishes the mortality case.

Sherlock's 2024 CMS consultation framing mirrors Gingerbread's 'Fix the CMS' platform (November 2024). No independent paying parent welfare assessment. No second family impact analysis. No independent economic evidence base for the 20% surcharge. The consultation reflects the interests of the organisation DWP funds.
Cabinet Office Anti-Lobbying Clause — Unanswered
Cabinet Office 2016: "A new clause to be inserted into all new and renewed grant agreements will make sure that taxpayer funds are spent on improving people's lives and good causes, rather than lobbying." The central question demanded to be answered: do DWP's grant agreements with Gingerbread contain this clause? If yes — has it been complied with?
The Deaths Nobody
Is Counting
Neither Baroness Sherlock nor Gingerbread has called for independent investigation of excess deaths in the CMS paying parent population. DWP actively discourages FOI requests for suicide data. The minister has expanded the enforcement regime without commissioning any welfare assessment for paying parents.
DWP's own FOI-disclosed figures (FOI2025/78063) show 9,258 paying parent deaths between 2020 and 2024. STOPSuicides UK wrote to Baroness Sherlock directly in February 2026 with this data — calculating approximately 4,600 excess deaths using a conservative 2x multiplier applied to DWP's own figures. She has not commissioned independent research. She has not ordered a mortality review. The enforcement regime has been expanded.
